The Law Enforcement Scenario-Based Training for Safety and De-Escalation Act of 2025 directs the U.S. Attorney General to develop a training curriculum focused on realistic, interactive scenarios for police officers covering topics like de-escalation, crisis intervention, officer safety, and community relations. Within one year of enactment, the Justice Department will create this curriculum in consultation with law enforcement groups, community organizations, and other relevant agencies, then establish grants for states, local governments, tribal nations, and other entities to implement the training program. Grant recipients must report back on the benefits and challenges of delivering the training, while the Attorney General will provide annual progress reports to Congress on how many law enforcement personnel have received the training and recommendations for improving the program. Notably, the bill requires no new federal funding—the Justice Department must use existing unobligated money already available to carry out these activities.
