The GHOST Act would create a federal tracking system for certain firearm parts shipped across state lines or internationally. Businesses must register shipments of gun barrels, slides, or bolt carriers with the Attorney General at least five business days before shipping, providing details about the sender, recipient, shipping method, and contents. Shipments must use registered mail or require a signature on delivery, and the shipper must confirm delivery within five business days. The Attorney General would maintain a database accessible to law enforcement and prosecutors to help track firearm parts and prevent illegal gun trafficking. Unregistered shipments can be seized and destroyed, and knowingly shipping covered firearm components without registration is punishable by up to one year in prison; shipping 50 or more parts without registration carries penalties up to ten years. The law would take effect 120 days after enactment.
