The Cargo Security Innovation Act directs the Transportation Security Administration to establish a pilot project testing advanced technologies designed to reduce cargo theft at major transportation hubs and rail yards. The bill authorizes grants to consortia made up of transportation companies, rail police, and local law enforcement to deploy and evaluate these security technologies at up to six pilot sites across the country, with no more than one site per state to ensure geographic diversity. Eligible uses of grant funding include acquiring and deploying technology, training personnel, and evaluating effectiveness. The law prohibits use of any technology made by foreign entities of concern and requires the TSA to report to Congress within two years on the effectiveness and cost-benefit of the technologies tested, along with recommendations for scaling the program. Each pilot site will operate for up to three years, after which the Government Accountability Office will conduct a final evaluation of the overall program's success.
