This bill requires the Secretary of Health and Human Services, working with the Treasury Department, to assess fraud risks related to advance premium tax credits (subsidies that help people afford health insurance under the Affordable Care Act). The assessment must be completed by December 31, 2025, and then annually each year going forward. The bill also requires the department to document all the safeguards and controls it currently uses to prevent fraud in the subsidy program. These assessments must be submitted to the HHS Inspector General and to relevant committees in both the Senate and House of Representatives. The assessments must follow a specific federal framework for managing fraud risks that was developed by the Comptroller General in 2015.
