The SEAT Act of 2025 prohibits third-party restaurant reservation websites and apps—such as services that book tables at restaurants online—from listing or selling reservations unless they have a written agreement directly with the restaurant or its authorized representative. The law applies to restaurants, bars, food trucks, and similar food service establishments of all sizes, including those located in airports, stadiums, and hotels. Violators will be treated as committing unfair or deceptive practices under federal law, with the Federal Trade Commission responsible for enforcement and penalties. The requirement takes effect 180 days after the bill becomes law. The legislation also prevents restaurants from being forced to indemnify (cover the legal costs and damages for) third-party reservation services for harm caused by the services themselves.
