This bill requires the Secretary of State to provide Congress with detailed information and documents about negotiations for transferring an aircraft from Qatar to the U.S. government, with the intent to subsequently transfer it to an entity controlled by President Trump. Within 30 days of enactment, the Secretary must submit a comprehensive report to Congress covering all communications about the aircraft transfer, any promises or commitments made to Qatar in exchange, negotiations with private companies seeking contracts related to the transfer, and legal reviews of the transaction. The bill also prohibits the use of any federal funds to support, facilitate, or execute the transfer of a foreign government-owned aircraft to the President or his Presidential Library. The legislation was introduced by Representative Gregory Meeks and a bipartisan group of House members in May 2025.
