The PATHS to Tutor Act establishes a new federal grant program to fund partnerships between teacher preparation programs, school districts, and community organizations to expand high-quality tutoring in struggling schools. Grants will support local consortia in recruiting, training, and deploying tutors—including college students in teacher programs, recent graduates, and certified teachers—to provide small-group or one-on-one tutoring in hard-to-staff and high-need schools. The bill authorizes $500 million in funding, with at least 85 percent directed toward direct student support such as tutor stipends, student transportation, meals, and instructional materials. The legislation gives priority to consortia that employ tutors from historically Black colleges, universities, or other minority-serving institutions. Additionally, the bill directs the Department of Education to work with the Corporation for National and Community Service to allow tutors to earn national service educational awards for their work.
