The Western Refined Fuel Reserve Act of 2025 directs the Department of Energy to establish a new storage facility for gasoline, diesel, and jet fuel as part of the Strategic Petroleum Reserve, specifically serving eight Western states (Arizona, California, Idaho, Montana, Nevada, Oregon, Utah, and Washington). The Secretary of Energy must identify and select a suitable salt cavern storage location in the West within six months, prioritizing areas near existing distribution systems and regions dependent on imported fuel or vulnerable to supply shortages. Over the following five fiscal years, the department must fill and maintain the reserve to at least 75 percent capacity, which means storing at minimum 5 million barrels of gasoline, 3 million barrels of diesel, and 2 million barrels of jet fuel, using appropriated funds and revenues from petroleum sales. The stored fuel can be withdrawn during emergencies, supply disruptions, or other circumstances consistent with the Strategic Petroleum Reserve's mission. The Secretary must submit annual reports to Congress detailing the reserve's establishment, operations, and recommendations for future improvements.
