The Small Business Innovation Voucher Act of 2025 directs the Small Business Administration to create a new grant program that helps small businesses pay for technical assistance and research services from universities and nonprofit research institutions. Small businesses would receive vouchers—grants of $15,000 to $75,000—to purchase help with developing new products or services, with the federal government covering 50 to 75 percent of the costs depending on grant size. The program aims to connect small firms with research expertise and equipment they couldn't otherwise access, fostering innovation and job creation. The SBA must establish the program within 180 days of enactment and select grant recipients within 180 days of the application deadline. Congress would need to appropriate $10 million annually for fiscal years 2026 through 2030, with no more than 5 percent used for administrative costs.
