The Improving Measurements for Loneliness and Isolation Act of 2025 directs the Secretary of Health and Human Services to create a national working group tasked with developing standardized ways to measure loneliness and isolation across federal research and healthcare programs. The working group, which must meet at least three times over the year, will include representatives from multiple federal health agencies (such as the CDC, NIH, and Centers for Medicare & Medicaid Services) as well as representatives from six states—the three with the greatest mental health care shortages and the three with the least. Within one year of the bill's enactment, the working group must submit a report to Congress and make it publicly available outlining recommendations for unified measurement standards, consistent definitions, and alignment of past measurement methods. The legislation has no specified funding amount and automatically expires at the end of 2027.
