S. 3451
The Houthi Human Rights Accountability Act authorizes the U.S. government to impose economic sanctions against members of the Houthi movement in Yemen for human rights abuses and interference with humanitarian aid. The bill directs the Secretary of State to submit three detailed reports within 180 days documenting Houthi indoctrination practices, obstacles to delivering humanitarian assistance in Houthi-controlled areas, and specific human rights violations including recruitment of child soldiers, arbitrary detention, torture, and gender-based violence. Within the same 180-day period, the State Department must determine which Houthi members qualify for sanctions under existing laws targeting human rights abusers and hostage-takers, with annual follow-up determinations required each year. The bill contains no specific appropriation of new funds and automatically expires after five years.
