This bill restricts vehicle manufacturers from accessing, selling, or sharing data collected from cars without explicit written consent from vehicle owners. The legislation applies to all motor vehicles and farm or construction vehicles, covering both user data (information owners transfer to their vehicles) and vehicle-generated data (information produced by vehicle sensors and systems). Manufacturers would be prohibited from sharing personally identifiable information with five specified countries: North Korea, China, Russia, Iran, and Venezuela. Vehicle owners would gain the right to access all their vehicle data in real time at no additional cost, control how it's used, and delete it without restrictions or fees. The Federal Trade Commission would enforce the law using existing authority, treating violations as unfair or deceptive business practices, and must submit a comprehensive report to Congress within 180 days describing current data access practices and cybersecurity risks. The legislation takes effect three months after enactment and requires no new federal funding.
