The Hydropower Licensing Transparency Act requires the Federal Energy Regulatory Commission (FERC) to submit annual reports to Congress detailing the status of pending hydropower relicensing applications. The first report must be submitted within 180 days of the bill's enactment, with subsequent reports due every year thereafter. Each report must track hydropower projects where applicants notified FERC at least three years prior of their intent to file for a license or relicense but have not yet received final approval. The reports must include specific information for each pending project, such as the date the notice of intent was filed, application status, anticipated issuance dates, upcoming meetings or proceedings, and descriptions of actions required by FERC, fish and wildlife agencies, and other involved parties. This bill aims to increase transparency and accountability in the hydropower licensing process by giving Congress regular updates on projects stuck in the federal permitting pipeline.
