The Real Education and Access for Healthy Youth Act of 2025 expands sex education and sexual health services for young people ages 10-29 by establishing federal grant programs and funding comprehensive, evidence-based instruction that covers topics like anatomy, contraception, consent, and sexual health—replacing the current federal emphasis on abstinence-only programs. The bill targets resources to underserved communities, particularly communities of color and vulnerable youth including LGBTQ individuals, those experiencing homelessness, and youth in foster care, while requiring all instruction to be medically accurate, age-appropriate, and culturally responsive. Congress would authorize $100 million annually from 2026 to 2031, with funding distributed to K-12 schools (30%), colleges (10%), educator training (15%), youth health services (30%), and program evaluation (5%), while repealing the existing federal abstinence-only program. Grants would support schools, youth organizations, colleges, and health providers over five-year periods, with priority given to institutions serving low-income and minority populations, and all funded programs must include information about the risks of intravenous drug use. The bill prohibits federal funding for medically inaccurate or stereotyping materials and requires grantees to report results and participate in independent evaluations of program effectiveness.
