This bill modifies how the government handles interest collected from antidumping and countervailing duties—tariffs imposed on imports the U.S. determines are unfairly priced or subsidized. The legislation expands the time period for collecting this interest back to October 1, 2000 (previously October 1, 2014) and requires U.S. Customs and Border Protection to distribute all accumulated interest to eligible recipients. To qualify, recipients must have previously received payments under an older program called the Continued Dumping and Subsidy Offset Act, must file a timely certification with Customs, and must still meet the original eligibility requirements. The bill requires Customs to distribute interest from fiscal years 2010 forward within 210 days of enactment, followed by older interest from 2000-2010 within another 210 days. Funding comes from existing Treasury department accounts.
