The SHOW UP Act requires federal agencies to return to their pre-pandemic telework policies by March 2025 and prohibits them from expanding remote work arrangements without congressional approval. Within 180 days of enactment, each agency must submit to Congress a detailed study analyzing how expanded telework during COVID-19 affected their operations, mission performance, and costs—including impacts on real estate expenses and whether employees had adequate secure access to data and equipment. Agencies must also propose any plans to expand telework beyond 2019 levels, but these plans require certification from the Office of Personnel Management that they will substantially improve mission performance, reduce real property costs, lower locality pay expenses, and maintain employee productivity without increasing overall IT infrastructure costs. The bill essentially shifts federal agencies back toward in-office work while creating a rigorous approval process for any future expansion of remote work arrangements.
