This bill prohibits the federal government from using any taxpayer funds to compensate individuals who were prosecuted for their participation in the January 6, 2021 Capitol attack, including the Judgment Fund (which is normally used to pay court settlements) or any victim compensation programs. The legislation also prevents the creation of any new compensation fund specifically designed to pay these individuals. Additionally, the bill blocks refunds of court-ordered payments—such as restitution, fines, and special assessments—that these individuals have already paid, and directs any such funds that might otherwise be refunded to instead go to the Architect of the Capitol. The ban applies even if an individual was later pardoned. The bill was introduced by Senator Alex Padilla and 22 other Democrats in January 2026 and was referred to the Senate Judiciary Committee.
