The RISE Act amends the Higher Education Act of 1965 to make it easier for college students with disabilities to access accommodations and support services. It requires colleges receiving federal student aid to accept a range of documentation—such as a high school IEP, a Section 504 plan, medical evaluations, or prior college accommodation records—as sufficient proof of disability, rather than forcing students to undergo new, often costly evaluations. Schools must also clearly explain how they determine eligibility for accommodations and publicize this information to students, parents, and faculty, including on their websites and during orientation. The bill directs colleges to report data on students registered with disability services—such as enrollment numbers, accommodation usage, and graduation rates—to federal databases like IPEDS, while protecting student privacy. It also authorizes $10 million from 2027 through 2031 for a national center that provides information and technical support on postsecondary disability services, benefiting students with disabilities, their families, and higher education institutions nationwide.
