The Stop Fraud by SOMALIA Act imposes severe immigration consequences on child care providers who commit fraud. Non-citizen child care providers found guilty of fraud become permanently deportable, lose eligibility for asylum and permanent residency, and become ineligible to become U.S. citizens. The law takes effect immediately upon passage and applies retroactively to any fraud committed by non-citizens since September 30, 1996, provided they have not yet been arrested, charged, or indicted at the time the bill is enacted.
