The Deportation Acceleration Act would significantly expand and accelerate deportation procedures for noncitizens convicted of crimes. Currently, deportation is limited mainly to those convicted of serious offenses like aggravated felonies, but this bill would make any noncitizen deportable for committing any felony or any two misdemeanors. To enforce this expansion, the bill requires state and local courts and police to report every criminal conviction of noncitizens to federal immigration authorities within 24 hours, and it speeds up the deportation process by shortening appeal periods from 90 to 30 days in many cases. The legislation also creates financial incentives for cooperation: it authorizes $150 million annually in grants to states and local governments that comply with immigration enforcement, while penalizing "sanctuary jurisdictions" that limit cooperation with federal immigration authorities by withholding 15 percent of their federal highway funding. The bill applies retroactively to crimes committed before the law's enactment and gives sanctuary jurisdictions 180 days to change their policies before highway funds are withheld.
