H.R. 3647
The SAFE CROSS Act directs the Federal Railroad Administration to study whether artificial intelligence-enabled sensors could improve safety at railroad crossings by reducing pedestrian and vehicle accidents. The study, due within one year of the bill's enactment, must review any existing pilot programs using such sensors, conduct a cost-benefit analysis comparing AI sensors to other safety measures like grade separations, and identify best practices for their use. Within 30 days of completing the study, the FRA must publish its findings and recommendations on a public website for use by federal, state, tribal, and local governments as well as private entities responsible for maintaining railroad crossing safety. The bill essentially asks federal railroad regulators to assess whether this emerging technology could be a viable safety tool, without mandating implementation or providing specific funding amounts for the study itself.
