Congress finds that China currently dominates global supply chains through pricing manipulation and strategic control, making domestic production and allied sourcing critical to national security. The bill establishes a 7-member, presidential-appointed board to manage the Reserve's $2.5 billion in authorized funding, with authority to provide loans, acquire minerals, and invest in domestic and allied production to meet a goal of at least 25 percent domestic or partner-country sourcing while limiting foreign hostile-nation sources to no more than 75 percent. The Reserve must monitor supply chain vulnerabilities through biennial risk assessments to Congress, maintain a public transaction database, and ensure operations uphold environmental standards and prohibit forced labor in global mineral production. Board members cannot have financial conflicts of interest, the board must hold quarterly public meetings and undergo annual audits, and all major activities require congressional and agency transparency through annual reporting.
