This bill updates a 1980 law that governs land acquisition in the Lake Tahoe Basin by modernizing the U.S. Forest Service's authority to buy, manage, and transfer environmentally sensitive land in the region. The legislation expands the definition of who can benefit from land transfers to include the Washoe Tribe of Nevada and California, recognizes the tribe's historical connection to the area despite owning less than 0.5 percent of the land, and enables Forest Service acquisition funds to be used for ongoing land management activities—such as forest health maintenance, wildfire prevention, water quality protection, and cultural site preservation—in addition to purchasing land. The bill allows the Forest Service to partner with state and local governments, regional agencies, and the Washoe Tribe to implement these management activities and establishes an annual spending plan process that must be developed by March 15 of each fiscal year and align with existing environmental goals set by the Tahoe Regional Planning Agency. Importantly, the bill requires that any new funding supplement rather than replace existing appropriations for Lake Tahoe work.
