This bill requires the Federal Aviation Administration to establish an independent expert panel within 60 days to review and evaluate the FAA's Safety Management System (SMS)—a structured approach to identifying and managing aviation safety risks. The 19-member panel will include NASA experts, airline pilots, air traffic controllers, safety management specialists, aircraft manufacturers, and others, and will assess how well the FAA's SMS complies with internal policies, delivers safety improvements, integrates across different FAA divisions, and aligns with international standards. Within 180 days of its first meeting, the panel must submit findings and recommendations to Congress and the FAA Administrator, who will then have six months to either implement the recommendations or publicly explain why he or she disagrees with them. The bill also requires the Administrator to brief Congress every 90 days on implementation progress and protects panel members' access to FAA records while preventing disclosure of confidential or proprietary information.
