This bill establishes a federal demonstration program to prevent, monitor, control, and eradicate golden mussels—an invasive aquatic species—in U.S. waters, with initial focus on California's Sacramento-San Joaquin Delta. The program, managed by the Aquatic Nuisance Species Task Force in partnership with states, local governments, ports, universities, and nonprofits, will conduct research on the mussels' biology and impacts on fisheries and water quality, develop control and eradication methods, establish early warning systems, and inspect watercraft to prevent spread. The bill authorizes $15 million annually from 2026 through 2030 to fund competitive grants for research projects and technology development, as well as technical assistance to regional entities. The Task Force must develop control and eradication guidelines within one year and can share successful technologies with other states and port authorities to speed up efforts nationwide.
