S. 3723 directs the Secretary of the Interior to conduct a feasibility study for a proposed water supply project that would deliver water from the Missouri River to western South Dakota's regional water system for municipal, rural, and industrial use. The study will evaluate whether the project should be built and determine what share of construction costs the non-federal partner (Western Dakota Regional Water System, Inc.) should pay, with that share set at no less than 25 percent based on the organization's financial ability to cover costs. The federal government will cover up to 50 percent of the feasibility study itself, with $10 million authorized for this work, and the Secretary must share findings with Congress and the public. The legislation sets a 10-year deadline for completing this study.
