The Improving Reporting to Prevent Hate Act of 2026 requires the Attorney General to evaluate whether large cities and counties are adequately reporting hate crime data to the FBI. Within three years, the bill directs the Attorney General to establish a method for checking whether jurisdictions with populations over 100,000 are submitting hate crime reports, with the expectation that zero reported incidents in a year raises questions about credible reporting. Jurisdictions found to be inadequately reporting hate crimes will lose eligibility for federal law enforcement grants in the following fiscal year, unless the Attorney General certifies that they have conducted significant community education efforts on hate crimes—such as adopting formal hate crime policies, establishing specialized investigation units, or holding public forums about hate crime impacts and prevention. The Attorney General must publish an annual report identifying which jurisdictions receive these exemptions. The bill aims to improve the accuracy of national hate crime statistics and encourage local law enforcement to better identify and report these offenses.
