This bill directs the Secretary of the Interior, through the Commissioner of Reclamation, to study whether it is feasible to expand the Lewis and Clark Regional Water System, which supplies municipal, rural, and industrial water in Iowa, Minnesota, and South Dakota. The study, conducted in coordination with the Lewis and Clark Regional Water System Inc. and other federal, state, tribal, and local authorities, would assess the project's technical and financial viability and result in a public report sent to relevant congressional committees recommending whether construction should move forward and what share of costs (at least 25 percent) the non-federal partner should cover. The federal government would pay up to 50 percent of the study's costs, with total federal spending capped at $10 million, and the Secretary must identify funding sources within 90 days of enactment. The authority to conduct this study would expire five years after the bill becomes law. The legislation primarily affects communities and water users served by the Lewis and Clark system across the three states, as well as federal and state agencies involved in water resource planning.
