The National Veterans Strategy Act of 2026 requires the President to establish metrics defining veteran success and develop a comprehensive national strategy to help veterans thrive after military service. The bill directs the President to measure veteran well-being across seven areas: physical health, mental health, spiritual health, economic security, education, family and social engagement, and civic engagement. The strategy must be submitted to Congress at least every four years and developed in consultation with dozens of stakeholders including federal agencies, state and local governments, veterans organizations, nonprofits, businesses, and the general public. Congress has a 60-day window to disapprove any strategy through a joint resolution. Federal agencies must align their resources with the strategy and submit annual reports to Congress on implementation progress, including spending assessments and identification of effective programs. The bill establishes a timeline requiring the President to complete initial metrics within one to two years of enactment and submit the first strategy within two to four years.
