The AV Safety Data Act requires autonomous vehicle manufacturers and operators to submit detailed monthly safety reports to the National Highway Traffic Safety Administration (NHTSA). These reports must include mileage data, information on collisions involving vulnerable road users, and "unplanned stoppage events" where self-driving or advanced driver assistance systems cause vehicles to stop unexpectedly on public roads or interfere with emergency responders or transit operations. The bill applies to vehicles with fully automated driving systems and Level 2 advanced driver assistance systems. NHTSA must finalize reporting regulations within 90 days and make all submitted data publicly available online in machine-readable format starting 120 days after the law takes effect. Companies cannot revise or reduce their reporting obligations for at least 10 years, giving regulators and the public sustained visibility into autonomous vehicle safety performance.
