The Strong Start Act creates two new federal programs to provide financial support to families with young children. First, it establishes a $3,000 tax credit for each newborn or newly adopted child, with annual inflation adjustments, that parents can claim within 30 days of birth or adoption. Second, it makes permanent and expands "American Dream accounts" (formerly called Trump accounts) by continuing a $1,000 government seed contribution and adding $750 annual contributions for lower-income families receiving the Earned Income Tax Credit or $500 annual contributions for families earning under $75,000 ($150,000 for joint filers) with children under 18, with both amounts indexed for inflation. The bill protects these account funds from being counted against eligibility for federal assistance programs and requires the Treasury Department to automatically enroll eligible families within one year. These provisions aim to help families save for and support their children's early development and future needs.
