Referred to the Committee on Armed Services, and in addition to the Committee on Oversight and Government Reform, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
H.R. 3772 directs the Department of Defense to study whether providing housing for civilian workers at four major naval shipyards is feasible and beneficial. The study will examine construction and maintenance costs, whether housing would help recruit and retain workers, operational impacts on worker morale and availability, and how rent could be deducted from paychecks. The four shipyards covered are Norfolk Naval Shipyard in Virginia, Pearl Harbor Naval Shipyard in Hawaii, Portsmouth Naval Shipyard in Maine, and Puget Sound Naval Shipyard in Washington. The Defense Secretary must submit a detailed report to Congress within 18 months, including case studies from at least two of the shipyards and comparisons with similar housing programs used by other federal agencies. The bill does not authorize new spending or housing construction, but instead seeks to gather information to inform future decisions about whether the military should invest in worker housing at these facilities.
