The legislation allows both agencies to bypass normal federal procurement rules and use streamlined contracting procedures for clearing debris, rebuilding structures, erosion control, and ecological restoration work in the affected areas. The bill requires the agencies to report to Congress every six months on spending, contractors hired, and project completion timelines, prioritizes contracts with tribal and local businesses where possible, and extends these emergency powers for up to five years or until recovery is complete, with possible one-year extensions if new wildfires disrupt ongoing work.
