The Fair Repair Act requires manufacturers of digital electronic equipment—such as smartphones, computers, and appliances—to provide independent repair shops and equipment owners with access to repair documentation, parts, tools, and diagnostic information on fair and reasonable terms. The bill prohibits manufacturers from using technical measures like "parts pairing" to block third-party repairs, create misleading error messages, charge higher prices for future repairs, or otherwise restrict who can fix their products. The Federal Trade Commission and state attorneys general are authorized to enforce the law by treating violations as unfair or deceptive practices, with civil penalties available. The bill takes effect 60 days after enactment but specifically excludes motor vehicles, medical devices, aircraft, emergency communications equipment, and off-road vehicles from its requirements. Manufacturers are permitted to protect legitimate trade secrets and security features while still enabling repairs, and they are not liable for damage caused by independent repairs or data breaches resulting from third-party service work.
