This bill honors two Iowa National Guard soldiers killed in combat by renaming two Veterans Affairs clinics in their honor. The VA clinic in Des Moines will be renamed the "Staff Sergeant Edgar Torres-Tovar VA Clinic" in memory of Staff Sergeant Torres-Tovar, who was killed in action in Syria on December 13, 2025, while serving as a Cavalry Scout with the 113th Cavalry Regiment. The community-based outpatient clinic in Marshalltown will be renamed the "Staff Sergeant William Nathaniel Howard VA Clinic" to honor Staff Sergeant Howard, who was also killed in the same operation on the same date while serving in the same unit. Both soldiers were decorated for their service, receiving the Bronze Star Medal with Valor and the Purple Heart, among other commendations. The bill contains no funding requirements and takes effect upon enactment.
