Referred to the Committee on Energy and Commerce, and in addition to the Committee on Natural Resources, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill directs the Secretary of Health and Human Services to develop federal guidance on best practices for screening and treating syphilis in pregnant women and infants covered by Medicaid and the Children's Health Insurance Program (CHIP). The legislation responds to a sharp rise in syphilis cases—reaching the highest number since 1950 with over 3,800 cases of congenital syphilis in 2023—which can cause serious health problems including miscarriage, stillbirth, and lifelong disabilities in newborns. The guidance must address strategies such as expanding syphilis screening for pregnant women, particularly during the third trimester and at delivery, improving provider and patient education, integrating telehealth services, and enhancing treatment access. The Secretary must issue this guidance within 12 months of the bill's enactment and submit a progress report to Congress within 2 years. The guidance will also apply to Indian Health Service programs and tribal organizations, ensuring recommendations reach underserved populations.
