Referred to the Committee on Energy and Commerce, and in addition to the Committee on Education and Workforce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill requires the federal government to maintain minimum staffing levels for the Low-Income Home Energy Assistance Program (LIHEAP), which helps low-income households pay heating and cooling costs. Under the legislation, the Department of Health and Human Services must employ at least 20 permanent staff to run the program, with no more than 40 percent of that workforce consisting of contractors. During declared energy emergencies, the department must increase staffing to at least 30 employees within 45 days and maintain that level for at least 180 days, though it can hire additional contractors during these emergency periods. The bill aims to ensure adequate staffing to help vulnerable households manage energy expenses during both normal operations and crisis situations.
