Referred to the Committee on the Judiciary, and in addition to the Committee on Oversight and Government Reform, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The SAFE Cities Act directs the Attorney General to identify and publish a list of "anarchist jurisdictions"—states or local governments that allegedly fail to stop violence and property destruction or restrict law enforcement from intervening. The Attorney General, working with the Secretaries of Homeland Security and Office of Management and Budget, must publish this list within 14 days of the bill's enactment and update it every 180 days, considering factors like whether jurisdictions have policies preventing police intervention, blocked law enforcement from specific areas, defunded police, or refused federal law enforcement assistance. The bill also requires the Office of Management and Budget to issue guidance within 30 days directing federal agencies to restrict federal grants to any jurisdiction on this list, to the maximum extent allowed by law. No specific funding is allocated to implement the bill, though it imposes administrative and enforcement responsibilities on federal agencies. The designation and funding restrictions would take effect immediately upon enactment.
