The Need for Speed Act requires the Secretary of Transportation to develop and maintain a national infrastructure intelligence tool in partnership with a university-based transportation research institute to help identify, analyze, and address highway congestion across the country. The tool would integrate existing federal, state, local, and publicly available private data—including speed data, vehicle origin-destination information, crash data, asset conditions, and truck parking information—into a single system accessible to transportation agencies at all levels. This centralized resource would enable transportation officials to identify congestion locations, determine causes, measure impacts, and make faster investment and operational decisions to reduce traffic problems. The bill authorizes $50 million from the Highway Trust Fund over five years to develop and annually update the tool. The legislation was introduced in February 2026 and referred to the Senate Committee on Environment and Public Works.
