Referred to the Committee on Energy and Commerce, and in addition to the Committees on Ways and Means, and Education and Workforce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Choose Medicare Act would create a new public health insurance option called "Medicare Part E" available to individuals and businesses through health insurance exchanges, providing comprehensive coverage including traditional Medicare services and reproductive health care regardless of state restrictions, with $2 billion in startup funding and provider rates negotiated between Medicare and private insurance levels. The bill also establishes major affordability provisions, including a Medicare out-of-pocket spending cap starting at $6,700 in 2027 (adjusted annually for inflation) after which beneficiaries pay nothing for covered services, and enhances Affordable Care Act subsidies by upgrading benchmark plans to gold-level coverage and permanently extending subsidies to people earning above 400% of the federal poverty line. Additionally, the legislation creates a $30 billion Reinsurance and Affordability Fund for 2026-2028 to help states reduce out-of-pocket costs and stabilize insurance markets, while giving federal and state regulators authority to review insurance rates and deny or modify those deemed excessive or unfairly discriminatory, with penalties including civil fines and loss of qualified health plan status for non-compliance. Together, these provisions aim to expand insurance options and reduce healthcare costs for millions of Americans.
