The bill defines "sanctuary jurisdictions" as states or local areas with policies limiting the sharing of immigration status information or preventing cooperation with Department of Homeland Security detention requests. Jurisdictions would have 30 days to certify full compliance with federal immigration laws or lose access to Special Event Assessment Rating funds administered by DHS. Any federal funds withheld would be redirected to U.S. Immigration and Customs Enforcement for immigration enforcement operations, with at least 50 percent allocated to border-related removal activities. The Secretary of Homeland Security would be required to submit semiannual reports to Congress documenting withheld and reallocated funds and their impact on enforcement outcomes.
