H.R. 3939
The RISE Act amends federal higher education law to improve support for college students with disabilities and their families. The bill requires colleges to accept various forms of disability documentation—such as prior individualized education plans (IEPs), Section 504 plans, or evaluations from licensed professionals—to establish eligibility for academic accommodations. Institutions must also adopt transparent policies explaining their accommodation eligibility process and share this information with students, parents, and faculty through accessible formats and websites. Additionally, the bill directs colleges to collect and report data on students with disabilities through federal education databases, including enrollment numbers and graduation rates, though institutions can withhold data if it would identify individual students. The legislation authorizes $10 million in funding for a national center providing information and technical support to help students with disabilities succeed in higher education.
