Referred to the Committee on Small Business, and in addition to the Committee on Science, Space, and Technology, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill requires federal agencies administering the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs to collect and publicly display detailed information about research institutions that work with program award recipients. Specifically, agencies must now track and report the names and locations of subcontracted research institutions, classify them by type (colleges, nonprofits, or federally funded research centers), and identify whether colleges are minority-serving institutions or tribal colleges. The bill expands reporting requirements to include Phase III SBIR awards, not just Phase I and Phase II awards. The Small Business Administration must implement these new reporting requirements and update the public database within one year of the bill's enactment. This legislation affects small businesses receiving SBIR and STTR awards, the research institutions they partner with, and the public, who will gain greater transparency into how federal research funding flows through the innovation ecosystem.
