The RAPID Reserve Act directs the Department of Health and Human Services to establish a program that maintains emergency stockpiles of critical drugs and their active pharmaceutical ingredients to prevent shortages during public health emergencies or supply disruptions. The Secretary will award contracts to drug manufacturers, ingredient producers, and distributors who agree to maintain at least a six-month supply of designated drugs and replenish these reserves regularly with recently manufactured products. Companies receiving contracts must have strong manufacturing practices, maintain facilities in the United States or OECD countries, and allow the government to redirect reserves during emergencies; the Secretary will prioritize domestic manufacturers and those sourcing materials domestically when awarding contracts. Within 180 days of enactment, the Secretary must issue guidance on which drugs qualify and how to evaluate manufacturers' eligibility. The bill authorizes $500 million in funding for fiscal year 2026 and requires biennial reports to Congress on program effectiveness and drug selections.
