Referred to the Committee on Foreign Affairs, and in addition to the Committee on Transportation and Infrastructure, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Ukraine War Risk Insurance Act temporarily authorizes the U.S. government to provide war risk insurance coverage for commercial vessels importing goods into or exporting goods from Ukraine for a five-year period. The bill makes vessels owned by citizens of NATO members, Ukraine, and other nations deemed eligible by the Secretary of State eligible for this insurance, removing existing cargo restrictions that would normally apply. The legislation also establishes the "Insurance for Ukraine Initiative" within the State Department to coordinate with private insurance companies, European allies, and international organizations to boost confidence in Ukraine's economic recovery and ensure affordable shipment of grain and food commodities from the country. The State Department must submit annual progress reports to Congress for four years assessing whether the initiative's objectives are being met and offering legislative recommendations. Additionally, the bill directs U.S. officials to provide diplomatic support to countries offering war risk insurance for Ukraine and to work through the United Nations Food and Agriculture Organization to develop a multilateral insurance mechanism protecting Ukrainian agricultural exports.
