This bill establishes a federal Interagency Task Force, led by the Attorney General, to examine the conditions and experiences of Black women and girls across education, economic development, healthcare, labor, housing, and the criminal justice system. The Task Force, which must be created within 180 days of the bill's enactment, will include representatives from multiple federal agencies (Health and Human Services, Education, Labor, Justice, Housing and Urban Development, and others) plus community-based organizations with expertise in serving Black women and girls. The Task Force will identify federal, state, and local policies and programs that help or hinder outcomes for this population and make policy recommendations in priority areas such as eliminating school-to-prison pipelines, reducing maternal mortality, supporting formerly incarcerated women, and increasing economic opportunities. Additionally, the U.S. Commission on Civil Rights will conduct an annual comprehensive study on issues affecting Black women and girls, including wage gaps, housing stability, violence, and over-incarceration, with findings reported publicly to Congress and the President. The bill requires federal agencies to cooperate with the Commission by sharing relevant data and information.
