The Websites and Software Applications Accessibility Act clarifies that the Americans with Disabilities Act applies to all websites and software used by covered employers, government agencies, and public businesses—whether or not they operate physical locations—and requires these digital platforms to be perceivable, operable, understandable, and robust for people with disabilities. The Department of Justice and Equal Employment Opportunity Commission will establish specific accessibility standards, enforce compliance, and update regulations every three years to keep pace with technology changes. The law takes effect six months after enactment, with an additional six-month grace period for covered entities to meet the substantive accessibility requirements. Congress authorizes $35.15 million annually from 2027 through 2036 to implement the law, including grants of up to $10,000 per small entity to help them audit and fix inaccessible websites and applications during the first five years. An advisory committee with a majority of members with disabilities will meet at least twice yearly to recommend improvements and help the agencies understand how emerging technologies affect web accessibility.
