The Understanding Student Parent Outcomes Act of 2025 requires the federal government to collect better data on college students who are parents or caregivers of dependent children. Within two years of passage, the Department of Education must establish a standard definition of "parenting student" and develop new data collection methods to track information about these students—including their enrollment and completion rates, childcare usage, income levels, employment status, and demographics—through the federal Integrated Postsecondary Education Data System (IPEDS). The bill also directs the Education Secretary to conduct a two-year study examining best practices at colleges that successfully support student parents, with particular focus on how campus childcare services and other support programs affect their academic outcomes and whether certain institutions attract more student parents based on available services. Within two years, the Education Department must report its findings to Congress and make them publicly available, along with providing technical assistance to states and colleges on how to implement these data collection efforts while protecting student privacy.
