The LOCATE Act requires U.S. Customs and Border Protection (CBP) and U.S. Immigration and Customs Enforcement (ICE) to quickly update the Online Detainee Locator System when immigrants in their custody experience significant changes, such as intake, transfer between facilities, release, or removal from the country. CBP must update the system within 6 hours of any custody event, while ICE has 12 hours, and when detainees are transferred between the two agencies, CBP must share information within 4 hours to ensure accurate tracking. The system must display each detainee's full name, date of birth, current facility with contact information, apprehension and transfer dates, and any scheduled release or removal dates. The bill also requires reasonable efforts to notify family members or legal representatives within 12 hours of custody changes and directs the Department of Homeland Security's Inspector General to conduct annual audits and report to Congress on compliance. The law takes effect 30 days after enactment.
