The No Anonymity in Immigration Enforcement Act of 2025 would require U.S. Immigration and Customs Enforcement agents to visibly display their names and agency affiliation and prohibit them from wearing facial coverings during immigration enforcement operations such as arrests, detentions, raids, and investigations. The bill applies to all ICE agents, officers, and contractors conducting enforcement activities across the United States. Limited exceptions would allow facial coverings only when agents face an imminent threat to life, serious bodily harm, or need protective gear for safety or medical reasons, with supervisors required to review and document any use of these exemptions within 48 hours. The Department of Homeland Security would establish procedures for compliance, disciplinary action for violations, and a civilian complaint process through the Office for Civil Rights and Civil Liberties, with annual reporting to Congress on disciplinary actions and complaints received. The law would take effect 30 days after enactment.
